California's Hand-held Cell Phone Ban Could Extend to Bicyclists - as well it should

Californians could soon face higher fines for using cell phones while driving -- and bicyclists may have to put the phone down as well. A new bill wouldextend the 3-year ban on hand-held phones to bicyclists, however, the fine would be slightly lower.
