Cell network shut down hurts Mumbai victims

Reports from Schneier on Security on the Mumbai train bombings suggest that the "anti-terrorist" limits on cellular networks around the trains (supposed to prevent the movie-plot threat of a terrorist phoning in a more bomb-triggers) actually served to block calls from the victims of the bombings. Authorities had also severely limited the cellular network for fear it could be used to trigger more attacks.
