Russia. All Incoming Calls on Mobile Phones Free

Newsroom Russia reports that the lower house of the Russian parliament, the State Duma, has approved in a first reading, amendments to the law on communications, stipulating that all incoming calls on mobile phones must be free.

The amendment says that a person who receives a call on a cellular phone from another person should not pay for it. An exception is made for a collect call with a connection established by a phone operator.

Currently, in most cases in Russia, a person must pay for a call made to his cell phone from a fixed land line.
