First SMS regulations coming out in China

China's Telecom Administration Bureau is to officially publish the first set of SMS regulations, entitled "Relations of SMS Communication Service Management".

Those sending porn SMS at random will have to bear legal liability in accordance with the Regulations. Problems such as opacity of SMS charges, illegal charge without subscription of SMS and difficulty in canceling SMS subscription will also be adressed by the new regulations.
