Did Nepal violate Vienna Convention?
I'm glad to learn that there is a convention which dissalows governments interrupting communication.
Although links with the outside world were restored Monday evening in Nepal, the diplomatic community here has taken exception to the disruption of communication facilities when King Gyanendra imposed emergency and dismissed the Deuba government Feb 1, reports WebIndia.
"Article 27 of the convention says the receiving state shall permit and protect free communication on the part of the mission for all official purposes. "In communicating with the government and the other missions and consulates of the sending state, wherever situated, the mission may employ all appropriate means...The official correspondence of the mission shall be inviolable," it says.
