You can dial 999 - even if the cel phone has no credit
This is interesting, from the Sctotsman and peprhaps it is not widely known. UK cell phone users can dial an emergency number, even when their cell phone is out of credit. I don't know if it's the same all over the world, but it should be.
"A student who vanished in the early hours of New Year's Day after sending a text message saying “please help me x” may not have realised that she was able to dial 999, police said today.
Detective Superintendent Garry Swain, who is leading the investigation, said Miss Geeson's phone had run out of credit for calls but could be used for texting.
But Mr Swain said the young woman may not have realised that she could dial 999 even though the phone had no credit for calls.
“She could have dialled 999 but she didn't,” he said.
“Had she pressed the nine button, it would have registered with us and, even if she had not spoken, an emergency operator would have called her back.
“That didn't happen because she didn't dial."
