Samsung announces text-to-speech phones
Samsung today previewed two phones that will be shown off at Consumer Electronics Show later this week, the Samsung P207 and the Samsung a890. Both phones have text-to-speech technology built-in, a first for mobile phones according to Samsung, reports Mobile Tracker.
"This revolutionary speech-to-text capability, available exclusively on two new Samsung phones, allows consumers to speak into the phone and have the phone convert those words directly into text."
I'm not sure Samsung is the first with text-to-speech. Here are some articles on related technologies - though some of which are speech-to-text instead of text-to-speech:

-- A new cellular application promises to help vision-impaired people who can't read the screen of a mobile phone. It responds to spoken commands with voice recognition technology and reads back menu options, text messages, and other information to the user. The new "TALKS" application introduced by Cingular Wireless in September 2004 is initially available for use on one handset, the Nokia 6620.
-- A start-up company called Voice Signal Technologies Inc. which will sell speech-recognition software for cellphones that would let people compose and transmit text messages just by dictating them aloud and saying ''send."
