According to an article published in All Africa, in Karamoja Uganda, mobile operator MTN is having trouble implementing its operations. As no one had bothered to explain to the natives why foreigners where talking to themselves holding up a small gadget to their ear, tribe elders assembled and concurred that cell phones were a symptom of madness and surveillance teams were dispatched to monitor the outbreak of the illness. "It is not that Karimojong are resistant to change, but they need help in adjusting their attitude to change".
