"Presidential palace spokesman Ricardo Saludo told reporters that the tax on text messaging was "not among the certified legislative bills for revenue measures."

The proposal "is not connected in any way with the palace ... (the palace) is not pushing for the tax ... has never pushed for it and has no plans of pushing for it," Saludo said."
